The City is currently working with Wedbush Securities, an independent bond counsel, and the Bank of New York Mellon Trust to develop the information which will be presented to Moody&#039;s Investor&#039;s Service and to prospective investors who will purchase the bonds which are to be sold to finance Phase I and II of the Water System Master Plan.  The information that is developed and presented to these groups is quite detailed and includes information regarding who the city council members are, how long they have been on council and their occupations.  Changes during this critical time when the city is applying for a credit rating could influence the outcome of the rating process.   Credit rating agencies and investors are looking for stability. The higher the city&#039;s credit rating the lower the risk which means that the bonds will be favorably received by  potential investors when placed on the market.  It is all connected... the stability of the city&#039;s governance, the stability of the city&#039;s finances, the city&#039;s track record regarding paying off debt: they all influence the credit rating for the bond issuance.  The credit rating helps investors assess risk.  It is akin to your personal credit rating... a bad rating damages your ability to purchase things you need to buy on credit. A bad credit rating means that the City will have to offer a greater return to investors which will drive up the cost of the bonds, and thus the amount of debt incurred by the city, and ultimate the price of water to the rate payer.
